Protocol version 2 (OLSRv2) defined in RFC 7181.

This notification SHOULD be generated no more than once

The network administrator SHOULD select
appropriate values for 'significant number of
Routing Set recalculations' and 'short time' through
the settings of the
olsrv2RoutingSetRecalculationCountThreshold
and olsrv2RoutingSetRecalculationCountWindow objects.

a short period of time.  This notification

MPR set recalculations' and 'short period of
time' through the settings of the
olsrv2MPRSetRecalculationCountThreshold and
