[CAUSE] The tmnxEqPowerCapacityExceeded alarm is generated when a
device needs power to boot, but there is not enough power capacity to
support the device.
[EFFECT] A non-powered device will not boot until the power capacity
is increased to support the device.
[RECOVERY] Add a new power supply to the system or change the faulty
power supply for a working one.
