[CAUSE] The tmnxEqBpEpromFail notification is generated when the
active CPM is no longer able to access the backplane EPROM due to a
hardware defect.
[EFFECT] The active CPM is at risk of failing to initialize after node
reboot due to not being able to access the BP EPROM to read the
chassis type.
