Port based VLAN Table. The bits in this table are used to
restrict which output this input port can send frames to.
The VLAN Table bits are used if 802.1Q is disabled on this
port or if it cannot determine membership. When used, these
bits restrict where a port can send frames to (unless a VLAN
Tunnel frame is being received).

This item is encoded as map of eight bits, each one corresponding
to a port. A one valued bit enables frames to be sent to the
corresponding port, a zero value disables, according to
the following schema:
              
bit  0 (mask 0x001) enable/disable frames sending to port 1 (lan-1),
bit  1 (mask 0x002) enable/disable frames sending to port 2 (lan-2),
bit  2 (mask 0x004) enable/disable frames sending to port 3 (lan-3),
bit  3 (mask 0x008) enable/disable frames sending to port 4 (lan-4),
...
bit  9 (mask 0x0200) enable/disable frames sending to port 10 (lan-10),
bit 10 (mask 0x0400) enable/disable frames sending to port 11 (internal port 1),
bit 11 (mask 0x0800) enable/disable frames sending to port 12 (internal port 2),
bit 12 (mask 0x1000) enable/disable frames sending to port 13 (internal port 3),
bit 13 (mask 0x2000) enable/disable frames sending to port 14 (internal port 4)
...
bit 9+n (mask [1<<(n+9-1)]) enable/disable frames sending to port 10+n (internal port n)
