When the ODU RSSI estimate is higher than this set point
plus the hysteresis window wtnOduRxRSSIHysteresisWindow, the same
trap will be re-emitted with condition = false..
Receive signal strength (RSSI) reported by near end
ODU.
Typical values range from -95dB to -30dB.
Tyipcal nominal value is -60dB.
