HT_MAXJITTER of NHDP and represents the
value of MAXJITTER used in RFC 5148 for
externally triggered HELLO messages on this
MANET interface.
Guidance for setting this object may be found
in Section 5 of RFC 5148, which indicates that:
o nhdpHtMaxJitter <= nhdpHelloInterval / 2
o nhdpHtMaxJitter should not be greater
than nhdpHelloInterval / 4
o If nhdpMinHelloInterval > 0, then
nhdpHtMaxJitter <= nhdpHelloMinInterval; and
nhdpHtMaxJitter should not be greater than
nhdpHelloMinInterval / 2
