LUM-TCSyncSourceState
The state of the source in the synchronization selection
algorithm it is included in.
undefined - The source is not included in any selection
algorithm or the state is not been reported.
normal - The source is functional
fail - The source has indicated a failure and is
excluded from the selection algorithm.
waitToRestore - The source has recovered from failure state,
but is held out of the selection algorithm
until the wait to restore time has run out.
