The value of this object is equal to the excess
burst size (Be) parameter (measured in bits) for
this PVC end-point in the ingress direction (into
the frame relay network).
              
Note that the max value of this range is lower
than the max value allowed by Q.933 (16383 *
10**6).
              
Note that the value is encoded in bits whilst the
Q.933 Link layer core parameters information
element encodes this information using octet
units.
