This table allows user to define several
WFQ tables per output port.

WFQ supports flows with different bandwidth requirements
by giving each queue a weight that assigns it
a different percentage of output port bandwidth.

When Weighted Fair Queuing is used,
it is possible to precisely attribute bandwidth
partitioning among the queues.
When there is congestion, each class (queue)
is not allowed to use more bandwidth than the amount
allocated to it.
