[CAUSE] The vRtrLdpNgTargPeerStateChange notification is generated
when the LDP peer changes state either administratively or
operationally.
[EFFECT] Based on the vRtrLdpNgTargPeerOperDownReason reason code, the
system may not be able to accept new requests from this peer.
[RECOVERY] Based on the vRtrLdpNgTargPeerOperDownReason reason code,
appropriate configuration changes in LDP may be required.
