[EFFECT] Based on the vRtrLdpNgGenIPv4OperDownReason reason code, the
system may not be able to accept new requests from peers.
          
[RECOVERY] Based on the vRtrLdpNgGenIPv4OperDownReason reason code,
appropriate configuration changes in LDP may be required.
