[CAUSE] The tmnxIsisLdpSyncTimerStarted notification is sent when the
vRtrIfLdpSyncTimer is started.
The timer is started from the time the LDP session to the neighbor is
up over the interface.
[EFFECT] This allows for the label FEC bindings to be exchanged.
[RECOVERY] No recovery is necessary.
