[CAUSE] The tmnxIsisLdpSyncExit notification is sent when IGP-LDP
synchronization has stopped.
The cause of this event is indicated by tmnxIsisIfLdpSyncTimerState,
one of them being expiry of vRtrIfLdpSyncTimer.
[EFFECT] The IGP link metric is restored to normal levels.
[RECOVERY] No recovery is necessary.
