Low Speed encapsulation method over PCM.
              
When Encapsulation mode is Latency optimized, only rates up to 19.2 are supported.
In this case a double number of bits occupy the Time Slot.
For up to 9.6 Kbps   - 4 bits are occupied.
For 14.4 & 19.2 Kbps - 8 bits are occupied.
              
When Encapsulation Mode is Bandwidth Optimized:
For up to 9.6 Kbps   - 2 bits are occupied.
For 14.4 & 19.2 Kbps - 4 bits are occupied.
For higher rates - 8 bits are occupied.
