Index for the set of PWs to which the AC should be bound.
The AC is bound to every PW in the pwTable with
pwRedundancySetId set to this value.
This is only used if the PW is provisioned in the pwTable
MIB, that is if vpwsBindCfgPwBindType = pwMibIndex.
Changing this value will cause an interruption to data
flow from this AC onto the VPWS.
