A cienaCesPortXcvrRxPowerLowNotification is sent if the transceiver RxPower falls below the the threshold. To enable the device to send this notification: cienaCesPortXcvrRxPowerChangeTrapState, cienaCesLogicalPortConfigPortAllTrapState, cienaCesPortAllTrapState needs to be set to enabled. These objects are set to enabled by default.
