C23c Local Segment ID (configured).  The segment ID of
the emulated LAN.  This is only required for IEEE
802.5 clients that are Source Routing bridges.
              
A setting which this client will use the next time it
returns to the Initial State.
              
This MIB object will not be overwritten with the new
value from a LE_{JOIN,CONFIGURE}_RESPONSE.  Instead,
lecActualLocalSegmentID will be.
