Indicates that a congestion condition
has occurred on the hardware unit associated
with the specified index.
          
An entPhysicalClass of unknown(2) along with
both an entPhysicalContainedIn of 0 and an
entPhysicalParentRelPos of -1 indicates that
the error occurred in the ATM NE but not in any
one hardware unit maintained in the MIB table.
