The value of svcTlsDataMtSpmsiDelRxThd specifies the number of
receiver PEs for deleting a S-PMSI.
              
When the number of receiver PEs goes above the value specified by
svcTlsDataMtSpmsiDelRxThd, S-PMSI is deleted and the multicast group
will be moved to the next available destination (either evpn IR binds
or wildcard s-pmsi if configured). It is recommended that
svcTlsDataMtSpmsiDelRxThd to be significantly higher than
svcTlsDataMtSpmsiAddRxThd to avoid creating and deleting S-PMSI as the
receiver PE count fluctuates.
