between International Atomic Time (TAI) and Coordinated Universal Time
(UTC), in seconds.
          
This value is only valid when tmnxPtpTimeInfoUtcOffsetValid is true.
          
This corresponds to the 'currentUtcOffset' member of the time
properties data set defined in IEEE Std 1588-2008.
