The value of tmnxPtpPeerMonitorReceiver specifies whether this
configured peer is enabled as a Monitor Receiver for PTP monitoring.
              
When configured to true and not in slave mode, the PTP peer will run
time recovery engine for PTP monitoring.
              
This object is supported only when the PTP profile is set for G.8275.1
or G.8275.2
