The value of tmnxPtpClockInitTimeInaccuracy sets the time-inaccuracy
value that represents the total time inaccuracy from the grandmaster
to the local clock.
          
This value is used in the mandatory IEEE_C37_238 TLV, and is
applicable only to c37dot238-2017 profile as an alternate profile for
profile interworking.
