Specifies whether or not the local agent should
issue the notification 't11FspfNbrStateChangNotify'
when the local switch learns of a change of state
in the FSPF Neighbor Finite State Machine on an
interface in this Fabric.
If the value of the object is 'true, then the
notification is generated.  If the value is 'false',
notification is not generated.
