notification 
Outlet on/off change event.  If enabled, this trap is sent
when the outletStatus changes from any 'on' state ('on',
'onWait', 'onError', or 'onFuse') to any 'off' state ('off',
'offWait', 'offError', or 'offFuse'), and vice-versa.
