atmLayer2PriorityRx

The priority values.
The used values are 0-7, but since this value is part of the index
of the table, and in order to avoid '0' as an index, the index syntax 
is 1..8, but the real value is atmLayer2PriorityRx-1: 
	  0 - for Low priority. 
	  7 - for High priority.
