DEL three-phase power.  Three entries are required for each
supported entPhysicalIndex entry.  Voltage measurements
are provided relative to each other.
            
For phase-to-phase measurements, the
eoACPwrAttributesDelPhaseIndex is compared against the
following phase at +120 degrees.  Thus, the possible
values are:
