An entry in the DSL ATM Bond Alarm Configuration 
Profile Table.  Each entry represents a single alarm 
configuration profile.  Profiles may be created/deleted
using the RowStatus mechanism not including the default
profile.  A default profile with
an index of `DEFVAL' will always exist and its 
parameters will be set to implementation-specific 
values.
