Designate the Shaper number of the called line.
If the Shaping is not performed, designate 0.
However, if the called sw is not furnished with the shaping 
function, this value has no meaning.
Since it cannot be recognized if this value is set on the 
called side, the value is regarded as 'the value set by 
the calling side'.
