column r/w Enumeration 
If enabled, the T.38 protocol will be used for Fax transmission.
If signalingProtocolDependent is selected, the signaling protocol
has the control to enable or disable T.38.
              
This variable's semantics are different depending on protocol
and/or hardware platforms.
