Default payload type used for RFC 2198.  This payload type is applied
for both receiving and sending packets.
              
The RFC 2198 is only enable if:
1) The RFC 2833 is enabled.  The redundancy is only applied to duplicate
   the RFC 2833 fax/modem tones.
2) The remote entity supports the RFC 2198.
