This object is read-write for the GBS-C ports.
It is irrelevant for the GBS-R ports -- an attempt to read or
change this object MUST be rejected (in the case of SNMP, with
the error inconsistentValue).
              
This object maps to the TR-159 attribute
aIMAUpDiffDelayTolerance.
