Refer to the description of the
frPVCConnectStatusNotif notification that has
replaced this notification.  The notification is
deprecated due to the incorrect inclusion of index
values and to take advantage of the trap prefix
for automatic conversion from SMIv2 to SMIv1 by
making the one but last sub-ID a zero (i.e. the
so-called trap prefix).
