Indicates if the service is disabled in the unit.
For Head-end unit, if this object has the value of 
'true', the link is in loopback mode; otherwise the 
link is enabled for transmitting / receiving data.
For Subscriber unit, if this object has the value of 
'true', the subscriber unit service is disabled; 
otherwise, the subscriber unit is enabled for 
transmitting / receiving data
