The value of this object specifies how to map
from FECN field in the frame Relay PDU to
the EFCI field in the ATM cells. 
              
This object does not apply to NIW.
This is applicable only
for SIW.
              
mapEFCI(1)   : Maps the FECN bits in frame-relay
               to EFCI bit in the ATM cells. 
               This value is valid only for SIW.
setEFCIzero(2): Set EFCI = 0. Do not map FECN to EFCI.
