cwaChanRemotePercentUtil

This factor provides a per connection control
for overbooking bandwidth. This is used in 
conjunction with the VSI interface policy while
performing CAC. This is applied for the direction
remote -> local.
              
If the object 'cwaChanP2MP' is set to 'true', this object
should not be 'set' and the value
of this object, if any, is not meaningful.
