Maximum tolerable cell delay variation in the direction 
local -> remote.
              
Setting this parameter to 0xFFFFFF(16777215) indicates to 
the switch that this parameter does not have significance 
in SPVC call setup.
              
This parameter is not allowed to be set on a slave endpoint.
(i.e. if 'cwaChanRoutingMastership' is set to 'false').
