Rate Increase Factor: Controls the rate increase which occurs
when a backward RM-cell is received with CI=0 and NI=0. Larger 
values lead to faster rate increase
This factor is applied at both the local and remote endpoints,
thus making the loop control symmetrical. Backward RM cells at
the local endpoint correspond to RM cells received in the 
remote->local direction. Backward RM cells at the remote 
endpoint correspond to RM cells received in the local->remote
direction.
