the CPU rate limiters are applied.
              
'layer2'       - Layer 2.
'layer3'       - Layer 3.
'layer2Input'  - Ingress Layer 2.
                 Applicable for devices which support
                 CPU rate limiters on the Ingress Layer 2
                 traffic.
'layer2Output' - Egress Layer 2.
                 Applicable for devices which support
                 CPU rate limiters on the Egress Layer 2
                 traffic.
