not a reserved VLAN and the value of corresponding
instance of vlanTrunkMappingType is
reservedToNonReserved(1).
              
Agent returns wrongValue if this VLAN is not a
valid 802.1Q VLAN and the value of corresponding
instance of vlanTrunkMappingType is
dot1qToisl(2).
