If 'true', this filter applies only to the second
and further fragments of fragmented packets. 
If 'false', the filter will only match head 
fragments or unfragmented packets. 
Note: Second and subsequent fragments do not contain
source or destination ports info, therefore cannot
be filtered on that basis.
