The total number of buffers available for holding
Class 2, Class 3 frames to be transmitted to 
the logged-in Nx_Port.  
It is for buffer-to-buffer flow control in the 
direction from FC-Port to Nx_Port.
The buffer-to-buffer flow control mechanism is 
indicated in the respective fcIfBbCreditModel.
