scalar Enumeration 
Represents the reason why the radio is out of service.
The following enumerated values are supported:
  normal(0)   - Normal status
  hwError(1)  - Radio failure
  swError(2)  - Software failure
  adminSet(3) - Administratively set
Note that the CAPWAP field [RFC5415] modeled by this
object takes zero as starting value; this MIB object
follows that rule.
