The tmnxICLTable has an entry for each Inter-chassis Link (ICL)
configured in the system.
An ICL is a link formed between two interconnect ports (ICL IcPort)
which allows for two chassis to be connected and to communicate with
each other. Multiple ICLs can be used for this communication.
Rows are created and destroyed using tmnxICLRowStatus.
