This object enables user to limit the amount of buffers 
used by the connection.
The limit set by this object will give 
the effect of a virtual buffer pool per connection. 
              
The user can allocate between 10 to 217 buffers 
to every connection. By default the limit is 50 buffers.
              
Sum of limits allocated to all connections 
must not exceed the total amount of available buffers. 
              
Whenever a connection exceeds it's buffer limit 
due to congestion or burst traffic is discarded
