The number of times the translation from an
X.121 address to an Encapsulated Address
failed to find a corresponding Encapsulated
Address. Addresses successfully recognized
by an algorithm do not increment this
counter. This counter reflects the number
of times call acceptance encountered the
abnormal condition of not recognizing the
peer.
