Communication channel configuration mismatch
Local communication channel is configured, but the remote side sends enabled=False.
This mismatch must be persistent for 60 seconds before the alarm is generated.
The extra delay will allow a restart of the transponder at the remote NE without unnecessary alarms.

OK - Local communication channel is configured and the remote side sends enabled=True
