Setting this object to 'true' will prevent any new
session from being either initiated or accepted but
does NOT disconnect any active sessions for this
tunnel. Note that when this occurs the
l2tpTunnelStatsDrainingTunnel status object of
this tunnel should reflect that it is 'draining'.
To cancel a drain this object should be set to
false(2).  Setting this object to false(2) when
the L2TP objects l2tpDrainTunnels or
l2tpDomainConfigDrainTunnels is true(1) has
no affect, this tunnels will continue to drain.
