The lockout option for IPCP determines whether IPCP can be negotiated
when the interface is already running IPV6CP. On enabling this option,
the negotiation will be blocked after the IPV6CP service is up and
waited for 10 seconds for peer IPCP initiation. The address is restored
to the pool after the 10 second timeout. Disabling this option will re
enable simultaneous NCP negotiations that are configured.
