A count reflecting the amount of time that the
LPI_INDICATION parameter has the value ASSERT. The
indication reflects the state of the PHY according to
the requirements of the RS (see IEEE Std 802.3 22.7,
35.4, and 46.4).
This counter has a maximum increment rate of
1 000 000 counts per second.
