If the value is '<max1> Watts,<max2> Watts', which means,
- if bladeDetailsDynamicPowerSaver is enabled, it is <max2>
- otherwise it is <max1>
If the value of Pcap Max is 'notApplicable', it means the blade doesn't
support the power capping feature.
If the value of Pcap Min is 'notAvailable', it means the data
could not be obtained.
